Yes, you can use a mobile broadband dongle on any computer so long as it has a USB port and compatible operating system (Windows XP or above, or Mac OS X). They do have minimum specifications but this is usually not an issue, if you tell us what netbook you have we can confirm a dongle will work.

The important thing to check before buying any dongle is network coverage. If the signal in your area is not 3G then it will be very slow even for simple web browsing. Use these links and tap in your postcode to see local coverage information:
    T-mobile
    Vodafone
    3
    Orange
    O2
    Virgin

I have Wifi on my PC, but the speeds I've been getting in the past 2 years are no better than I can get using an Ethernet modem. And I get disconnected daily. Would a dongle work with a PC (USB ports, etc.) In particular, if I got a dongle that would connect me to the internet could I then dump AOL? (I don't have or want a laptop)

Yes of course you can use a dongle to connect to the internet with your netbook. If you have more than one device, you might find the dongle dock comes in handy to create a wifi hotspot. This allow you to connect up to 5 devices to the same dongle.
