All mobile broadband dongles are compatible with Windows 7 so it comes down to whichever package offers you the best value and features.
You'll need to consider what you're going to be doing with the mobile broadband and work out how much data you might use each month. Web browsing and emailing doesn't use much at all so you would only require a light package with no more than a few GB allowance per month. If you're planning on downloading files, watching streaming video (iPlayer, 4od etc), playing games and other tasks like that then you will require a higher end package. You'll also need to choose between PAYG and contract deals. If the mobile broadband is only for ocassional use then PAYG may be best the choice as you'll only spend money when it's used. Remember though that all providers have a 30 day expiry on credit. Contract deals are a 12-24 month commitment but you don't have to top-up and data allowances are generally higher. You'll often get the dongle thrown in for free as well.
Before buying any mobile broadband though the most important thing to do is check that you can get a good strong signal to get the very best speeds. Use these links to check signal strength in your area:

All windows 7 versions are almost the same, With the Home versions have a few things disabled so yes it will work.
